Comprehensive Plan & Land Use Regulations

By Minnesota State Statute, local governments have been given the authority to adopt long-term development policies.  These policies are collectively referred to as a Comprehensive Plan and are a "blueprint" for a community's future private and public development.

In 2025, the Janesville City
Council adopted a new Comprehensive Plan as a guide for future community growth and development.  It is comprised of goals, objectives, background information, and maps that direct the physical, social, and economic development of the city.  However, it remains a fluid document that may be reviewed and updated over time as trends, markets, and City priorities change. 

The City's
decisions related to specific planning and zoning applications are all expected to be consistent with the Comprehensive Plan.  Land use, zoning, and subdivision regulations are established for the purpose of directing the way land is used and developed.  These regulations specify areas for residential, commercial, and industrial development and set development standards.  They also provide existing properties some protection from incompatible or substandard development.
